Over the last decade has Government of India has taken multiple e-governance initiatives to remove the long-existing digital divide. The National eGovernance Plan (NeGP) of the Government of India, very clearly lays out the guidelines for roll out of such networks. State Wide Area Networks (SWANs) : Tulip has the financial and operational resources to provide the entire State Wide Area Network infrastructure based on industry standard technologies. The company has skill sets to design, deploy, operate, manage and maintain the entire network, connecting all State Head Quarters, District Head Quarters, Block/Tehsil Head Quarters and also all respective horizontal offices. State Data Centers: State Data Centre (SDC) has been identified as one of the important element of the core infrastructure for supporting e-Governance initiatives of National e-Governance Plan (NeGP). Under the NeGP, State Data Centers consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B services.

These State Data Centers also provide many functionalities like Central Repository of the State, Secure Data Storage, Online Delivery of Services, Citizen Information/Services Portal, State Intranet Portal, Disaster Recovery, Remote Management and Service Integration etc. SDCs also provide better operation & management control and minimize overall cost of Data Management, IT Resource Management and Deployment.

Common Services Centers (CSCs): Tulip's vision of reaching all villages by 2009 is in consonance with the Government plan to set up Common Services Centers (CSCs) Scheme for providing support for establishing 100,000 Common Services Centers in 600,000 villages of India. Tulip partners with state governments and CSC operators to provide connectivity as per the Scheme approved by the Government of India, which envisions CSCs as the front-end delivery points for the Government.
