E Governance Infrastructure Services
 
 

Seventy percent of India's population lives in rural areas, which are underdeveloped in terms of infrastructure. Over the last decade has Government of India has taken multiple e-governance initiatives to remove the long-existing digital divide. The National eGovernance Plan (NeGP) of the Government of India, very clearly lays out the guidelines for roll out of such networks. Tulip provides complete operation and management services for projects under the plan in accordance with the guidelines laid down by the Government. The Governments e-governance initiatives allows the State to provide various Government to Citizen services and provides a unified communication network to all Government offices across the country.

Tulip has been a preferred Government partner for many years now and has completed a large number of projects in the public sector. Tulip has completed various IT projects with the Central and State Government institutions. The company holds the credit for setting up the “Akshaya Network” in State of Kerala, thereby creating the first wireless district in the country. The project has received various national and international accolades, and has become the role model for network deployment in rural areas.

Tulip Telecom is rightly poised and has extended its expertise in rolling out projects across the government sector having successfully undertaken large E-Governance projects such as Haryana SWAN, West Bengal SWAN, ASSAM State WAN and MP State Wide area network.

Other key projects include Goa State Data Center, MPCTD, UPCTD, MP State electricity Board, PSEB, GEB, Ernet, NIC, Elcot, PNB and project ‘Gyan Sanchar’ in one of the remotest corners of rural India in Madhya Pradesh. Besides this, Tulip is also working with some large nationalized Banks in the country to provide infrastructure for the mission critical environments.

Some of the services that Tulip provides to State Governments include:

State Wide Area Networks (SWANs) : Tulip has the financial and operational resources to provide the entire State Wide Area Network infrastructure based on industry standard technologies. The company has skill sets to design, deploy, operate, manage and maintain the entire network, connecting all State Head Quarters, District Head Quarters, Block/Tehsil Head Quarters and also all respective horizontal offices. Tulip can further extend the network to every Panchayat, Citizen Service Centers or kiosks that may be set up across the State.

Tulip not only provides and operates the network equipment, but also provides MPLS VPN bandwidth to extend connectivity to every State Government office in the cities, towns and villages. This connectivity is provided through Tulip's state of the art MPLS VPN network, which is the largest, such network in India.

State Data Centers: State Data Centre (SDC) has been identified as one of the important element of the core infrastructure for supporting e-Governance initiatives of National e-Governance Plan (NeGP). Under the NeGP, State Data Centers consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B services.

These State Data Centers also provide many functionalities like Central Repository of the State, Secure Data Storage, Online Delivery of Services, Citizen Information/Services Portal, State Intranet Portal, Disaster Recovery, Remote Management and Service Integration etc. SDCs also provide better operation & management control and minimize overall cost of Data Management, IT Resource Management and Deployment.

Common Services Centers (CSCs): Tulip's vision of reaching all villages by 2009 is in consonance with the Government plan to set up Common Services Centers (CSCs) Scheme for providing support for establishing 100,000 Common Services Centers in 600,000 villages of India. Tulip partners with state governments and CSC operators to provide connectivity as per the Scheme approved by the Government of India, which envisions CSCs as the front-end delivery points for the Government. The objective is to develop a platform that can enable Government, private and social sector organizations to align their social and commercial goals for the benefit of the rural population in the remotest corners of the country through an IT based services model.
